Backgrounds :
The internet infrastructure is relatively weak in Asian
Countries, including Cambodia. Out of those many, Cambodian
company, WiCAM which is wired/wireless Internet Service
Provider(ISP) required high-speed and good quality internet
service for the business operations without much investment
cost. Due to radio interference and service stability
of the existing wireless service based on WiFi Technology,
WiCAM has tried to find an alternative way out. In order
to solve this problem, WiCAM connected with newly laid
copper line and NexComm solution which is utilizing Symmetric
High Speed Digital Subscriber Loop(SHDSL), transmission
technology
Business Case :
The existing services of wired internet connections in
Cambodia was being provided by utilizing an expensive
TDM Network same as other Asian countries. In other words,
E1 signals, which is transmitted from SONET/SDH network,
was being provided through DSU/CSU Modem and separate
router. This was such an expensive solution connected
to subscriber’s routers, which was provided by E1
private line service of Cambodian government-run Telecom
Operator, Telecom Cambodia.
WiCAM has its own international satellite connection through
Singapore as well as few E1 internet connections all the
way from the Vietnamese IXC. Therefore, WiCAM had no other
concerns but securing the number of subscriber lines between
those routers and the subscribers. WiCAM Chairman Mr.Chanthol
has come to an idea about efficient DSL service which
he has leaned during his staying in the U.S.A. Although
the common broadband DSL service most of us are familiar
with is ADSL. However, the idea of symmetrical services,
required for enterprises, occurred to Mr.Chanthol and
he has come to the conclusion that SHDSL is the most suitable
alternative solution.
However, the capital of Cambodia, Phnom Penh where
WiCAM is located is with copper infrastructure merely
about 6,000 lines and old telephone switches offered
by more advanced countries that is limited to cover
the increasing demand. Therefore, WiCAM has decided
to lay the new copper infrastructure by itself considering
the fact that it was such a small city.
Phnom Penh with a 5-mile radius is the most suitable
city for the Metro Ethernet Network that utilizes metro
Ethernet switches. Until now, WiCAM provide approximately
40 clients with NexComm’s NS4024 SHDSL Ethernet
Switch with 24 ports capacity, NBG420 modem at the rate
of 2.3 Mps and NBG440 which enables the high speed internet
service at the rate of 4.6Mbps by using two telephone
wires.

Future Plan:
Currently, the core network WiCAM has is a basically Metro
Ethernet Network (MEN). But in order to provide Metro
Ethernet Service defined by Metro Ethernet Forum( MEF),
next generation equipments has to be installed in order
to support such functions in their core network. NexComm’s
SHDSL Ethernet over copper equipments which is used in
the WiCAM’s network are already featured with VLAN
and QoS functions for QoS services which will be compatible
with the next generation equipments. Therefore, WiCAM
does not have to make any further investment in their
Access Network.
Proposals:
When Incumbent Service Provider(ILEC) or Alternative Service
providers(CLEC/AO) in Cambodia, that do not have telecom
infrastructure for Ethernet Services, configure their
Access network utilizing existing telephone lines as WiCAM’s
case, they can provide broadband service with sufficient
bandwidth and enhanced features to almost all enterprises
and institutions even before making full investment of
NGN with fiber network. Therefore, for the time being,
the most economic way to approach next generation service
platform is to make use of copper infrastructure and Ethernet
over Copper solution.
